The city needs to prioritize solving issues in order to optimize resources for the sustainable development of the healthcare sector:
– Regarding human resource training: It is necessary to clearly define the goals and long-term strategies of the city’s healthcare, focusing on deeply analyzing the capabilities of each sector to have a focused training plan, avoiding dispersion.
+ For the healthcare sector based on 3 levels (grassroots, basic, and specialized): Analyze and evaluate gaps in each segment to identify needs and types of training for each target group associated with usage.
+ With grassroots healthcare, the number of health stations with doctors accounts for 83.4%, so it is necessary to prioritize training an additional 36 doctors to fully cover grassroots healthcare for 217 stations, ensuring initial healthcare, epidemic prevention, and implementation of targeted health programs.
+ For the basic healthcare sector (district hospitals), it is necessary to prioritize training and rewarding human resources for some district hospitals far from the city center to be capable of providing emergency care on-site and mastering basic techniques to reduce the burden on specialized hospitals.
+ For specialized healthcare (city level), it should not focus heavily on degrees but rather on targeted training linked to usage to affirm the position of healthcare in Hai Phong, such as open-heart surgeries, coronary artery bypass surgeries, aortic surgeries; research and treatment of genetic diseases, genetic medicine, stem cells, liver transplants, using robotic technology in difficult surgeries to increase accuracy, reduce surgery time, minimize pain, and promote quick recovery…
+ Annually, it is necessary to quantify training by periodically evaluating the quantity and quality of training types, techniques mastered after training, new techniques implemented, and the professional development of that healthcare facility.

– Regarding infrastructure:
+ For the grassroots level: prioritize investment in upgrading health stations, review and analyze the current situation, based on population size, distance from the station to district hospitals, socio-economic conditions of that area, and the health status of the community there to propose an appropriate investment scale, avoiding uniform investment that would waste resources.
+ For the basic level, focus on upgrading hospitals, health centers in island districts, and densely populated districts far from the city center.to reduce the burden on the city level.
+ For specialized hospitals: the city needs to pay attention to the progress of upgrading Kien An Hospital, which is the specialized hospital for the southern region of the city that has not yet achieved autonomy in group I; the city should consider granting autonomy to district hospitals.
+ The city needs to prioritize allocating funds from the budget to invest in a cardiovascular specialty hospital to examine, detect, and intervene promptly for patients and affirm the medical stature of Hai Phong in this challenging field.
Regarding socialization in healthcare:
– For the investment in the Tumor Hospital: the establishment of a modern tumor hospital that applies advanced methods for screening, early diagnosis, and treatment is essential.
– For the investment in elderly care facilities: Hai Phong needs to create mechanisms and call for investment in an elderly care facility with various segments catering to different demographics, including a high-end 5-star modern segment, high-quality medical care, a professional team, and full recreational, fitness, and entertainment amenities, as well as investing in a general segment to meet the needs of workers with an average standard of living.
Regarding digital transformation in healthcare:
– The city should soon approve the investment policy for building a modern digital technology platform for the healthcare sector, such as electronic medical records, data connection for consultations, and specialized training. In the first phase, focus on decisively implementing electronic medical records for major city hospitals such as Viet Tiep Friendship Hospital, Obstetrics, Pediatrics, Kien An, and Eye Hospital, then evaluate and learn from the experience to implement phase 2 for district hospitals with sufficient capacity and a high patient volume like Thuy Nguyen, An Duong, Vinh Bao, Tien Lang, Kien Thuy, An Lao… simultaneously implement cashless payment for hospital fees in all hospitals.
Regarding population work:
– The population of Hai Phong is growing slowly, with a decreasing birth rate, and the population growth is not commensurate with the city’s development pace. The city needs to consider solutions to increase mechanical population growth to create a potential labor market, such as: creating jobs, developing diverse residential areas in terms of types and prices; having policies to support new residents such as reasonable housing prices, financial support for home purchases, and other support policies, enhancing services while simultaneously implementing solutions to increase natural population growth to maintain and exceed the replacement birth rate.
Regarding food safety:
– Solutions and preferential policies are needed to attract businesses to invest effectively in high-tech agriculture, efficiently utilize agricultural land, and create a source of clean food for the people right in Hai Phong.
